Today I am going to show you how to make a beautiful wallpaper using Photoshop. Hope you’ll enjoy following it and you’ll learn new techniques in using Photoshop. The final result is going to look like this: (Click on the picture to enlarge it.)
Now, let’s get to work…Open a new document. Mine is 1280px wide by 1024 px high. Fill the background layer with dark blue (#01132e). Create a new layer, set the foreground color to #c6dbfc and the background color to #01b8ff 
. Select the „Brush tool” and choose the „Soft Mechanical 65 pixels” brush from the Basic Brushes Set. 
Click on the Brushes button on the Icon Palette
and choose the folowing options:
Shape Dynamics:
Scattering:
Color dynamics:
And finally Other dynamics:
